More sync delays (which our new curl pretest scheme mitigates).

I have not, in a long time (maybe since the new Cloudflare mirrors?)
seen a case where the cvd file is available when the DNS TXT record
says it is.

P.S. We are in the Boston area, and our HTTP traffic travels over
Comcast cable, while our DNS (both querying and serving) is via a
non-port-blocking local DSL ILEC (which colocates with Verizon). I would
thus have expected our local (i.e., Boston) Cloudflare mirror to be
almost always up to date -- within minutes, at most.
