I can't reproduce your problem.

1) Remove all traces of old clamav and 3rd party software such as clamwin.
2) Check nothing is in c:\program files\clamav
3) Download the latest software from w32.clamav.net
4) Try freshclam and clamscan.
If that *still* doesn't work - you can also get cvd files from
w32.clamav.net.
