[clamav-win32] libclamav crashes when built in THREAD_SAFE mode

Hi All,

I am new to clamav. I tried building libclamav myself and using it my app. My app crashes with access violation in cl_load call to libclamav. I could find that it was crashing because of an uninitialized CRITICAL_SECTION (yes i build with CL_THREAD_SAFE).

Has anyone met with this before? I 've fixed it by initializing (only once) the critical section. I'm not sure if I fixed it in the right place. Is there any clean code which has fixed this? Otherwise, I can contribute in fixing this.
