[Clamav-devel] Can not turn off freshclam

We are pushing clamav Docker image to PCF.

We have setting to NOT start freshclam, as in:
CLAMAV_NO_FRESHCLAMD=true CF_DOCKER_PASSWORD=xxx ./cf push clamav --docker-image docker-repo/clamav/clamav:0.105.1 --docker-username service-user -m 3G

However we are still seeing this in logs:
