Thanks, but I'm not really in a position to test it - I don't have build tools on any of my machines, and don't really have the skills to use them anyway.

In response to my bug report (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=743305), Andreas Cadhalpun has pointed out that there is now a PrivateMirror option in freshclam.conf. I've configured this and things now seem to work, though I need to leave it for a while to be sure.
The only reference to the new option I could find on my system was on line 962 of the changelog.
