If it's a ball-bearing fan; a drop of good oil-- 3-in-1 is OK, sewing machine oil is better-- should silence it.  (If it's a sleeve fan, junk it and replace with a quality fan.)

Alternatively, underclock the CPU so you get a lower Tmax under full load.
