The official 0.98.4 binaries for Windows are here:
http://sourceforge.net/projects/clamav/files/clamav/win32/0.98.4/

I'll have ready by early next week at the latest a blog post describing our
OpenSSL build process. In the meantime, feel free to download and use the
0.98.4 binaries linked to above.
