It does though:
LocalNet 127.0.0.1 --> OK, BUT scan/tag happens

Or do you mean something else?

Maybe LocalNet is the wrong option (?) but how else would I stop 
clamav-milter from scanning outgoing e-mail then?

There is no whitelist so far.
