As shipped by Debian, there is a /etc/clamav/freshclam.conf and the clamd.conf 
does contain LocalSocket /var/run/clamav/clamd.ctl on line 4, but that's a 
perfectly valid option.

I would either as root or using sudo depending on how your system is set up do

apt-get purge clamav-freshclam clamav-daemon

This will remove some other packages too.  Take note of the list of packages 
removed and then apt-get install those packages again.

Not sure what happened with your system, but somehow it's configured 
significantly differently than as shipped in the package originally.
