[clamav-users] clamd onaccess scan and virusEvent

Hello I can´t get it to work quite right.
If someone could help I would be very thankful.

I am working on Kubuntu 16.04 LTS with clamav 0.98.2
clamav-milter is working fine
clamav-deamon is runnig (sudo ps-x |grep clamd)
clamav-freshclam is working (clamscan -V) shows the actual Virus DB Version.

now my problems
the last entry in the clamav.log is that clamd must be started by root
in the clamd.conf File stands user root but that does not change anything
if I try to start clamd manually as root it wont accept a bunch of settings in the
clamd.conf if I comment them out it works.
On Access scanner, I get him to work (clamav.log) says Test-virus found if I open a test
File but VirusEvent does nothing (no errors at all and nothing happens).

I disabled AppArmor, seted SUID for clamd but nothing works.

What can I do to get an message out from Clamd?
