that packages are pretty nonsense when you have freshclam running and 
only useful on setup without internet connection to have at least any 
signatures

Fedora has "clamav-data-empty-0.99.2-1.fc25.noarch" for machines running 
freshclam to satisfy dependencies, so you just remove "clamav-data" (in 
doubt with rpm -e --nodpes" and install "clamav-data-empty"
