The information in your problem description unfortunately leaves a lot
to be desired. Most suggestions I might make now would be based on
much guesswork, but I do think as a possible short term solution you
could consider simplifying things by using the public ClamAV mirrors
instead of your own private mirror.
It seems that either the documentation produced by your consultant is
inadequate (in which case you might want to get the consultant to fix
it at no charge), or you aren't reading it carefully enough - in which
case if there is nothing to prevent its publication you might like to
let us have sight of it here and we might be able to offer more help.
If you do publish more, please don't e.g. redact RFC1918 addresses:

as it's completely pointless. Please include details of the network
structure, as you haven't made clear what, if anything, your firewall
has to do with the issue, and please provide a general outline of what
you're trying to get ClamAV to do for you.
