[clamav-users] Cannot connect to unix socket '/var/lib/clamav/clamd.socket': connect: No such file or directory

This seems to happen every time I upgrade my version. Currently running
on Ubuntu 16.04.3 LTS:
apt-cache policy clamav
clamav:
Installed: 0.99.3+addedllvm-0ubuntu0.16.04.1
Candidate: 0.99.3+addedllvm-0ubuntu0.16.04.1
apt-cache policy clamav-freshclam

My /etc/clamav/clamd.conf shows:

On startup of sudo service clamav-daemon start:

I'm using the same /etc/clamd.conf that I've used in previous versions.
It worked fine with 99.2.
Any suggestions where I've messed up this time?
