It's never going to happen.  The guy's been bounced off many lists
that I've used, and I've personally blacklisted his emails for at
least a couple of decades.

My reason for chipping in here is to assure Joel that he's made the
only decision that was left open to him by the abysmal behaviour of
the offender, and I thank him for it - as I'm sure do many others.
