After more than two decades of fighting criminal mail I seem to have
settled on a few techniques which work well in the situations I face.

When I did use the safebrowsing database I don't remember that it
found anything, although I admit it might have been more likely to
find things if they hadn't already been blocked by the other defences.

I don't remember that you mentioned SpamAssassin.  I don't use that
either, although I did try it for a couple of years.
