curl/libcurl version 7.78.0 (from city-fan.org.repo) is installed on the system, so it should run.

EPEL7 version is rightly build against centos 7.9.2009 libcurl which is
7.29.0-59.el7_9.1 which is too old for using fdpassing. So you can't use epel version of clamav if you need fdpassing with clamonacc.
