If you only just started having trouble updating the virus signature databases, it's because we blocked version 0.102 and 0.101 from downloading new signatures just yesterday.

I see that your log includes this line "Ignoring mirror 104.16.219.84 (due to previous errors)".  This feature changed significantly in 0.102 so this line is a hint to me that you're using 0.101 or older, though 0.100 was blocked on October 29.

As Ged pointed out, ClamAV's End of Life (EOL) policy is now to block old versions from updating the virus databases once they've exceeded the EOL date.

You will have to upgrade to either the 0.103 LTS release or 0.104.  Please review the Version Support Matrix and read the policy to help choose the best version for your organization: https://docs.clamav.net/faq/faq-eol.html#version-support-matrix

You may wish to install 0.103 LTS instead of 0.104 for your upgrade.
