this looks like the DNS lookups are not vailable, no matter what your check
says.

do you use clamav that comes with ubuntu?
try running:
% ls -ld /etc/systemd/system/multi-user.target.wants/clamav-freshclam.service /lib/systemd/system/clamav-freshclam.service

the clamav-freshclam.service should contain the line
"After=network-online.target"
