First, thank you for your support!
I have tried to install the vc_redist 2015 from your provided link, but it failed to successfully installed on Windows Server 2012 environment.

I also tried to follow the guide from _hal from https://social.msdn.microsoft.com/Forums/vstudio/en-US/64baed8c-b00c-40d5-b19a-99b26a11516e/visual-c-redistributable-for-visual-studio-2015-rc-fails-on-windows-server-2012?forum=vssetup to manually install vc_redist 2015, on Windows Server 2012. The install success this time, but when I run clamscan.exe to scan the file, a dialog box still appear saying that I'm missing the dll.

Seem to remember that you need this installed:

Visual C++ Redistributable for Visual Studio 2015

eg:
