Eric,
  The most helpful logs will be those of the ClamAV daemon itself. Those should be configured in the clamd.conf file or, if configured, via journalctl.

  It would also be helpful to know what the clamd systemctl configuration settings are, as well as the clamd.conf settings. A misconfiguration in where the PID file is expected (for example) can cause systemd to have issues starting the service.

  Additionally, you should try starting clamd and clamscan by hand to see if they provide additional, more helpful, messages than the limited value messages from systemD.
